Emeritus professor of policy analysis in, and a former head of, the Department of Management at the London School of Economics and Political Science. He has worked for the National Coal Board, HM Treasury, the first regulator of quality in the NHS in England and Wales, as an economic consultant, and an academic in English business and medical schools.
